According to Iraf, citing TASS, Shoygu, in a joint session with Sadyr Japarov, President of Kyrgyzstan, and the security council secretaries of SCO member countries, issued a candid warning regarding the consequences of insecurity in Afghanistan.
He emphasized that “the persistent instability in Afghanistan” has become one of the most central regional security threats today and must be examined alongside other global crises.
Russian media report that Shoygu announced Moscow has prepared a set of practical and implementable measures to enhance security cooperation among SCO members. He stated that implementing these measures could strengthen the organization’s international standing and demonstrate that member states pursue an “independent and self-reliant” foreign policy.
Shoygu also called for exchanges of views on global and regional crises that directly affect collective security, including the situation in Afghanistan, the Ukraine conflict, and the war in Iran. He stressed that current regional conditions require deeper security coordination among SCO members.
The Shanghai Cooperation Organization has repeatedly warned in recent years about the activities of extremist groups in Afghanistan and their consequences for regional security. Although Afghanistan lies on the geographic periphery of the SCO, developments there—especially following the political changes in Kabul—have become a consistent focus of the organization’s security meetings.
