Pakistan’s ambassador to the United Nations accused Afghanistan’s Taliban authorities of allowing militant groups to operate from Afghan territory, warning the U.N. Security Council that the country has become a safe haven for terrorist organizations since the Taliban’s return to power in 2021. He also accused India of practicing “state terrorism” in Kashmir.
As reported by IRAF, Pakistan’s Permanent Representative to the United Nations, Asim Iftikhar Ahmad, told a recent Security Council meeting that the withdrawal of international forces and the Taliban’s takeover of Kabul in August 2021 had enabled multiple militant organizations to regroup and move freely across Afghanistan.
He named the Tehreek-e-Taliban Pakistan (TTP), the Balochistan Liberation Army (BLA), Islamic State Khorasan Province (ISKP), and al Qaeda, urging the Taliban administration to prevent Afghan territory from being used for attacks against Pakistan.
The remarks came as Pakistan faces a renewed surge in militant violence. According to the latest report by the Pakistan Institute for Conflict and Security Studies (PICSS), July 2026 was the deadliest month of the year, with 205 people killed, including 112 military and security personnel.
Ahmad also used his address to criticize India, accusing New Delhi of repression and “state terrorism” in Indian-administered Kashmir. His speech coincided with the seventh anniversary of India’s revocation of the region’s special constitutional status.
The statements followed the conclusion of the fourth round of U.S.-Pakistan Counterterrorism Dialogue in Washington. Analysts say Islamabad is seeking broader international backing to increase pressure on the Taliban authorities to curb armed groups that Pakistan says operate from Afghan soil.
